Daniel Bienvenue, Associate Deputy Minister for Energy - Government of Quebec
An economist by trade, Mr. Bienvenue began his career in the academic world teaching at the University of Moncton. He then moved on to the government of Québec and has worked for the government for more than 20 years in different capacities. Most of his career has been spent in central agencies in policy making and strategic analysis. He was for many years at the Ministry of Finance in the fields of economic forecasting and analysis, economic policy and federal–provincial relations.
In 2001, he moved to the ministry of the Executive Council where he worked for four years with the Secretary General of the government as Associate General Secretary in charge of planning and priorities and strategic projects. After a short stay in the Secretariat of the Treasury Board as Associate Secretary in charge of state modernization in 2005, he moved to his present position as Associate Deputy Minister for Energy in the Department of Natural Resources and Wildlife.

Mr. Whitley is a 38-year veteran of the energy industry, with extensive experience in bulk power system planning and operations. In his seven-year tenure as senior vice president and chief operating officer of ISO New England (ISO-NE) Mr. Whitley was responsible for System Planning, System Operations, Market Operations, Settlements, Customer Service and North American Electric Reliability Corporation/Northeast Power Coordinating Council (NERC/NPCC) compliance.
Mr. Whitley previously served as ISO-NE Vice President, System Operations from 2000 to 2001. Prior to coming to ISO New England, he completed a 30-year career with the Tennessee Valley Authority where he last served as General Manager, Electric System Operations of the Transmission Power Supply Group and was responsible for control area operations, power supply, economic dispatch, system protection, transmission security, and services and dispatching.
