NYS Department of Environmental Conservation (DEC)

The New York State Department of Environmental Conservation (DEC) has existed since 1970 to administer state programs directed toward protecting and enhancing the environment. The body of law that established the DEC and authorizes its programs is called Environmental Conservation Law, and it is the DEC's responsibility to draft, promulgate, maintain and enforce environmental regulations and legislative mandates.

The DEC’s mission states: "The quality of our environment is fundamental to our concern for the quality of life. It is hereby declared to be the policy of the State of New York to conserve, improve and protect its natural resources and environment and to prevent, abate and control water, land and air pollution, in order to enhance the health, safety and welfare of the people of the state and their overall economic and social well-being."

Currently, the DEC’s major issues and priorities include combating climate change, fostering green and healthy communities, connecting New Yorkers to nature, promoting a toxic-free future, and safeguarding New York's unique natural resources.

From implementation of the Regional Greenhouse Gas Initiative (RGGI) to guidelines for clean energy projects such as hydro and wind, ACE NY closely monitors the existing and proposed DEC regulations that affect the clean energy sector. We regularly offer our suggestions and expertise to assist the DEC staff in creating sound and effective clean energy policies.
