Statement of Anne Reynolds, Executive Director of the Alliance for Clean Energy New York on the Order in the PSC’s Value of Distributed Energy Resources Proceeding

ALBANY, NY (March 9, 2017) — Today, the PSC voted to issue an Order in the Value of Distributed Energy Resources proceeding. The full Order has not yet been released.

Anne Reynolds, Executive Director of the Alliance for Clean Energy New York stated, “We expect the Order will leave the rules for residential rooftop solar the same, so there will not be disruption in that market. But for other types, such as community solar, the new rules aim to answer the question: how much is this solar energy worth to the grid?” Anne continues, “The Order will provide a framework for more precisely valuing new clean energy while balancing the need for a predictable price. This is the right approach, and can serve to support the market for solar and other emerging clean technologies.”

The Order is set to develop a method for compensating various types of distributed energy that is now subject to net metering law in New York – like solar, small wind energy, or fuel cells.

“The Order is notable in that it is the product of a months-long collaborative process. Not every party got what they wanted, but it is a step towards the goal of having a sustainable framework for bringing more customer-sited clean power generation to New York. We need to make sure that these new rules allow clean energy, like solar and fuel cells, to flourish.”
